There is a need for good manners in all strata of society in the US, not just debutantes. I graduated from an old-fashioned hospital-based school of nursing, and the nuns that taught us nursing care also taught us ethics and how to treat people with kindness, and the basis of good manners is kindness and respect for other humans, no matter how humble their place in society may be. Without that underlying kindness and respect, no veneer of table manners and curtsying properly can disguise you. That is what my mother also taught me, that a lady behaves so she can respect herself, and then others will respect you also.
But back to the original question, an American version? Yes, much needed. Many people think rudeness is how to get what they want, and when I call someone sir or ma'am, I am astounded by their reaction, as if they never heard it before.
